Jim has lived in River Heights since 1981 when he and his family moved to Cache Valley to accept a position as an assistant professor at USU. He received his BS and MS degrees from BYU and his PhD from the University of Alabama. He retired from USU as a professor in 2001. He previously taught at BYU and the University of Alabama.
He was born near Selma, Alabama and has previously lived in Southern California and Provo.
Jim served in the Korean War as a cryptographer. Upon discharge from the military he filled a mission for The Church of Jesus Christ of Latter-day Saints in Ohio and Indiana. He and his wife Gayle also filled missions in Spain Madrid and Taiwan Taichung.
Jim is a certified public accountant (CPA), certified management accountant (CMA), certified in financial management (CFM), and a certified fraud examiner (CFE). His consulting experiences include: 1) The Kingdom of Thailand, Ministry of Labour and Social Welfare; 2) Latvia, Ministry of Finance; 3) Russia, Ministry of Finance; 4) Thiokol Corporation; 5) American Stores and several law firms, corporations, doctors, dentists and partnerships.
Prior to being elected mayor, he served as the River Heights City Financial Director from 2006 until 2011.
Jim and his wife Gayle have seven children, nineteen grandchildren and 5 great-grand-children.
